DoT does not seem to be in favor of giving Bharti Airtel another chance for a personal hearing related to the Rs 650-crore penalty imposed on the telco.
DoT is learnt to have told this to Kapil Sibal, minister of communications and information technology in a communication in which it opposed Airtel’s plea saying that Telecom Regulatory Authority of India (Trai) has already examined the matter and there is no need for another opportunity.
Airtel last month had written to Sibal seeking another chance to explain its position before a final decision is arrived at. In a communication Bharti Airtel's joint managing director and CEO, Gopal Vittal said, “There has been no violation and that we are in full compliance of the licence terms...an early opportunity of personal hearing is given to us to represent our case before any final decision is taken by DoT on this issue."
On July 24, Telecom Minister Kapil Sibal was believed to have approved imposing of Rs 650 crore penalty on Bharti Airtel for violating roaming norms in 13 service areas between 2003 and 2005 (at the rate of Rs 50 crore per service area).
