The high court decision on Monday to allow CAG to audit accounts of private telcos has not send operators to a panic reaction. It is a fact that no private company will like to get their accounts audited by CAG. In the infamous 2G scam case, the CAG has already shown how it can play to the gallery (mob) and come out with imaginary figures (Rs 1.7 lakh crore) of scam. It is the most unprofessional and unethical auditing that any auditor can do.
The reason why the private operators are not worried about CAG is that the court has ruled that CAG will limit its audit to revenue earned by the companies. It will not go beyond that. It is a common knowledge that operators get revenue through check only. It can be easily verified. CAG has not much scope for creating nuisance.
Let us accept it, CAG officials are not trained to audit private companies. The fact is they even do not know the functioning of a private company. In a competitive environment, companies have to take decision on the basis of market conditions. For example, a private company may give orders for buying equipment to a company that is not the cheapest but costliest but provides good quality.
The government should keep off CAG from private companies as far as possible. |
