Qualcomm said that it is in talks with OEMs and vendors for the launch of a sub Rs.10,000 smartphone in the country.

"We are working with our OEMs to bring to market smartphones with full in-built HSDPA (advance version of 3G mobile functions) next year," said Qualcomm India and SAARC President Kanwalinder Singh.
