BSNL''s tender for GSM lines is turning out to be a major controversy day-by-day as Nokia Siemens Networks (NSN) which has been disqualified on technical grounds has now approached the Chief Vigilance Commission (CVC) seeking a probe over its disqualification.
NSN's complaint to CVC alleges that BSNL may have changed certain conditions in the tender to favour certain vendors. It says that the earlier tender did not have a condition permitting vendors without manufacturing base in India to participate in the tender. The company alleges that this condition was done away with in the current tender. TelecomTiger has also reported this fact of tender conditions being modified.
The company has questioned its disqualification when it had technically qualified in BSNL's earlier tender.
NSN seems to be very aggressive in pursuit of its case. A day earlier it had approached the Competition Commission of India (CCI) alleging that there was lack of transparency in BSNL's selection process.
It has similarly approached the DoT as well.
The company has drawn attention to the fact that BSNL itself is set to suffer from the selection as it does not has strong ground to negotiate with the short listed vendors amidst lack of competition.
BSNL's tender has the technical conditions spelled out in form of clauses and sub-clauses with a unique clause number across each condition. All BSNL has to do is provide the clause number across the condition which is not met by the disqualified vendor. This will put to rest all the allegations over the selection process. It is time for BSNL on taking a decision to either resist transparency in the selection process or to come out in the open and prove the credibility of the selection process. |
