IB raises questions about BSNL’s decision to go ahead with Huawei; other issues also put forth before DoT

The Intelligence Bureau (IB) has put forth some important discussions with the Department of Telecom (DoT) concerning the security angle.

It has asked DoT about BSNL’s decision to go ahead with procuring wireless equipment from Chinese firm, Huawei Technologies. The IB reasons that security agencies have concerns regarding the use of equipment procured from the vendor. “There is little or no capability to test and certify the telecom elements such as routers and switches, from a security point of view before deployment. Despite objections by the IB, Huawei is supplying mobile equipment to BSNL. This poses a serious threat to telecom security in terms of denial of service and eavesdropping,” says an IB communication to DoT.

As part of its mega-GSM tender, BSNL has awarded the contract for its Southern Zone to Huawei. In fact the tender saw for the first time BSNL allowing Chinese vendors to participate in the tender. Security agencies in India are concerned about the alleged links of company promoters with the Chinese military. Huawei however has repeatedly refuted any such association. A section of the industry too feels that such a campaign may be the work of western world vendors who feel threatened by Huawei.

But with vendors asking for remote access, the IB feels that granting order to the company on the grounds that the Southern part do not hold any borders with China does not holds any logic. Moreover with recent hostile environment concerning both the countries over border related disputes, the concerns raised by IB will certainly attract maximum importance.

The IB meanwhile ahs also demanded that it should be able to monitor more calls from operators. It says that the current practice wherein only 210 randomly picked calls provided by operators do not serve the purpose.

It has also asked DoT that location-based services be implemented across the network so that precise location of a subscriber can be identified.

It has also asked DoT to immediately restrict VoIP services as it is not possible to monitor calls made through such network.

it can hppen only in india...while the soldiers are facing hostile attitude from china in the borders, the government is busy granting orders to Chinese firm,Huawei. Shame on the political class.

POLITICS, BUSINESS & ECONOMIC COOPERATION need to be seen together. There is a security threat visible on the DEFENCE PART. Similar threat may be seen in sensitive areas of communication which may also be used by Defence and governmental agencies. Chinese are very disciplined and hardworking but there governmental policies and back door strategies are VERY SHADY and MAY cause heavy damage to the ECONOMY if too much technological dependence is happening. We can use Chinese in Infrastructure development, Roads, Housing Colonies, Power Plants, Industrial equipments etc. but definitely not into the CRITICAL & SENSITIVE communication equipments.

Really shame on Indian govt that it is promoting Chinese compnaies when Chinese millitary is playing games on the border with us . It is sad that we do not have any patriotic feeling. In some other country they do not allow compnies of enemy states & here we are allowing them to rule Indian Telecom totally

Teleco is very important sector of the economy, hust do not open every thing. Test your all time reliable business allies like ITI, C-Dot etc. build and rebuiled core competencies where we lack, but certain areas need to be kept with PSUs for national security.

Even, the earlier provision of offset clause, which calls for local manufaturing has been removed from the bsnl tenders to help these chinese telecom companies. Ideal would have been, if tese companies compete with other vendors (europians & americans) on equal footing i.e setup manufacturing base, nation wide resoureces for operational support and ensure the equipment is tested comprehensively against any bugs and requisite quality.

IB should come out with considerable proofs against Hawaei , ZTE and other chinese prometers. Immediate steps should be taken to freeze/ban chineses equipment, capital in India. These chinese can do anything they are lunatics.

Looks like we are in agreement about this - and no one that makes decisions is listening? Total resound with all your opinions - it is already a bit to late to kick out Chinese though - this policy should have come 2 yrs back - or a yr back atleast - was every one sleeping or what

Can our govt show some guts in face of recent Chinese misadventures on the border by atlleast stopping Chinese companies from getting all of our Indian money into China by getting major orders in a growing sector like Telecom. Fine that our Govt can never have the guts to give military response to any country but putting ban on imports is so easy way for even smalllest of countries on their enemey countries & no body has a doubt that China is an enemy state. It is time we ban Chinese companies once for all .

I don't get it guy's ... if the government has security issues with Huawei/ZTE , y is the reason that Huawei is still functional in India. In the year 2002 Huawei was banned from india(BSNL) though it came back. If Indian government has issues with BSNL giving projects to Huawei, why hasn't it put pressure on private operators who are using Huawei all over india. Reliance GSM is entirely(all over india) on Huawei. And seriously do u really think that terrorists will and only will use BSNL for their communications ? . Even if Indian government thinks that Huawei is going to trace and record conversations , dont u really think we Indians as smart engineers can find it out easily ? !!!
