Internationally, majority of the countries have moved away from administrative mode of command and control to auctions whereby market forces determine the price of spectrum. The auction indirectly ensures maximization of spectrum usage, improved quality of service and the competition always has a sobering affect on the tariff. The internationally best practices also have a bearing on India and the affordability issue is magnified only for promoting administrative discretion. |
